Narayam sould load custom map from local wikis where people with consensus can implement local changes on top of Narayam.

It would be better if that possible on user level also.

Already it is possible to do such customization. I added an example here: https://www.mediawiki.org/wiki/Extension:Narayam#User_level_customization. It is not foolproof anyway.
