When a steward accesses https://meta.wikimedia.org/wiki/Special:WikiSets/0

The following is spit out:

With +staff, it's fine for me...

It probably redirects to https://meta.wikimedia.org/wiki/Special:WikiSets.

With additional userrights, it attempts to load the interface for creating a wikiset, but it fails.

r112993 prevents the error condition from being reached
