Including the Pending-Changes special page as a template changes the title of the page to the included text, when there are no items to show.

Example:
Broken: http://de.wikipedia.beta.wmflabs.org/wiki/Benutzer:Steef389_Labs/Test
Works: http://de.wikipedia.beta.wmflabs.org/wiki/Benutzer:Steef389_Labs/Test2

It is also broken in MW 1.19 on Dewiki.

Do any other special pages have this problem?

It seems to be a problem in core, as it also happens with transclusions of non existent special-pages like {{Special:NonExistant}}:
https://de.wikipedia.org/wiki/Benutzer:Steef389/Spielwiese

May also happen with Special:UnreviewedPages, didn't check. But I don't think other special pages aren't affected that much, as it is unlikely for them to give an empty result.
