I thought this was the case, but I tried several times and the MoodBar e-mail containing the notification "X responded to your feedback" is still not in the user language. It should obviously be in the preferred language of the user receiving the notification.

Can you confirm this? I think this has been internationalized already. The message-key is 'moodbar-enotif-subject'

I believe the point is not that it doesn't have an i18n message, but that the message is being put in the wiki's content language instead of the user's preferred language.
