There isn't a message to be translated for the MediaWiki:Listusers-summary message. On many wikis the message also does not exist locally, leading to an unexplained interface.

The message is there but empty. He was asking to fill it with content.

Generally, special pages do not have an introduction text. There's no need for the user list to have one either.
