I think it would be good to remove languages from the list on Special:Translate that are keys in wgDummyLanguageCodes. E.g., there's both "bat-smg" and "sgs", and to avoid duplication and avoid using deprecated codes, I'd not list "bat-sgm" etc (keys of DummyLanguageCodes). The same is done in the MediaWiki installer.

Note however that in 1.18 and below, they were the values of DummyLanguageCodes. I.e. from 1.19 on array( 'bat-smg' => 'sgs', ... ) whereas in 1.16-1.18 array( 'bat-smg', ... ).
