Obviously those pages are not accessible...

Disabled namespace?

Yes, pages may exist in namespaces that are no longer defined in the configuration. For example after disabling some extension.

Wouldn't those pages technically be back in the main namespace then (especially if you've run namespaceDupes?)

Nope. Why would I do that? I don't want them restored.
