I propose a search system, where user's could be searched based on the combination of their user templates and babel. E.g. I live in UK and speak Gujarati, Hindi and English. Someone searchin Hindi speakers in UK, could easily find me out and contact me.

This is because, I am thinking to start indic wiki meetups in UK, and looking for the users speaking Indic languages and contributing to wiki. But there is now way today I could know who is an indic wikipedian in UK. If such facility is made available, tasks like mine can be very easy.

Is it enough to do the full text search on expanded wikitext at CirrusSearch does? If not, what you're asking is semantic profiles + database queries, which is way beyond the scope of this component (Search) and is an extension request (cf. [[mw:Structured profiles]]).

[[mw:Structured profiles]] seems quite like what I am looking for here....

Don't know what does "the full text search on expanded wikitext" really return as results, will need to try that.
