Although it's nice, it's rather pointless running unit tests when a commit only changed RELEASE-NOTES or other documentation files. e.g https://gerrit.wikimedia.org/r/#change,4234

IMO I'd rather have consistent green/red markers than wonder why a changeset didn't get tested...
