See instance I-000001e3, which I just created.

The issue reported here is the lack of content at the instance's resource page:

Other information: The instance is up and running according to the instance management tool, and it's at least partially built although stuck on a dhclient loop and not showing up in DNS.

There is no such a host in nova

This has been resolved. It was due to another bug which has been resolved.
