Making inline comments on iOS/Safari is impossible. When a line is selected, it does not open the inline commenting widget.

Does clicking on the line number work instead of the line?

IIRC, Android had the same issue which is why they introduced the click-on-line-number behavior.

(The reason for this is touchscreens are pretty bad for capturing a double-click event, so actual links are preferred to double-clicking on the line you want to comment on)
