On a default mediawiki install i always miss a message box (meta)-template like these that are used on mediawiki.org: http://www.mediawiki.org/wiki/Template:Mbox (preferably) or http://en.wikipedia.org/wiki/Template:Fmbox I think these are nice to have on all or most mediawiki installs. Currently it requires quite a bit of knowledge, time and copy/pasting of a lot of template pages to get these over to a default wiki. I think it would enhance mediawiki to include this, or something similar, out-of-the-box. As a follow-up i would then suggest to add an icon in the "Advanced" tab in Edit mode to insert these.
i'd like to add that {{TOC}} not existing in a default Mediawiki seems suboptimal as well. recently had another case where somebody asked how to get a TOC in #mediawiki and i said {{TOC}} and they didn't have it. they would have to manually copy/paste it from Wikipedia. can't we include that? who would _not_ want it?
