allow transwiki imports on wikimania2012. for now just for sysops/crats. (i.e. not for anons, general users, or autoconfirmeds)

seems to not be in wgImportSources at all atm. please use enwikip, meta, and wikimania2011 as an initial list of sources. (IDK what the corresponding array should look like though)

Importers and Transwiki importers also have it.

I'm guessing there aren't any cases where 'crats on the wiki don't have sysop...
