This message is missing message documentation, but it is assumed that $1 can have multiple elements, deciding if "label is missing" or "labels are missing".

Furthermore, I could not find this message referenced anywhere in the code, so I fear it may be unused.

Please resolve either way:
* remove unused message, or;
* add plural support and message documentation.
