What exactly do you want?

There is the setting of the name in Names.php, addition of shh language files (which needs to be started, presumably after defining the language), and making CLDR functions know about it.

The language names providers we have are the Names.php and CLDR extension. We have unwritten rule to not add new language names to Names.php until the localisation level is good enough to be committed.

Robin has made GSoC proposals which would bring English language names to MediaWiki core, which potentially could include many languages we do not currently get from either of the above providers.

So, this was about making #language work and it's not something to be fixed here.
https://translatewiki.net/wiki/CLDR might use more language names for shh.
As for enabling the language, open another request when/if the localisation level is reasonably high.
