Namely, mobile-frontend-terms-use and mobile-frontend-footer-license. HTML messages are inherently evil and should be avoided if possible.

That change has been abandoned.

Why was it abandoned.. it doesn't seem to say. I just see a few issues with whitespace and escaping... was there another reason?

Am I right in thinking only these 3 use html messages:
'mobile-frontend-empty-homepage'
'mobile-frontend-footer-contributors'
'mobile-frontend-terms-use'

Changing these to wikitext and using parse should address this bug?
