You need to give a link to the file, a description for this file (in a txt file is fine) and also which user to upload this as

Apologies. I'm trying to find a place to upload the file. Where do folks usually host these files of talks at the WMF?

No problem, somewhere in https://commons.wikimedia.org/wiki/Category:Wikimedia_Foundation_videos might be a start. Some of those videos aren't necessarily linked anywhere, but you could post a link to it on the commons village pump and in some mailing lists for example too.

Sorry, I'm a little confused. To be sure I understand: I had originally thought that this was the process for uploading a big file? But it seems I need to upload it somewhere else and link to it from here so that you can upload it (to commons)?

Oh sorry, that's my fault I misread your question. Yes this is the process for uploading a big file but I presumed you already had the filed uploaded on a server or something similar. I'm not quite sure what WMF do, but I'll double check to see what your options are.

Indeed. You've got to give us somehow, the usual way is uploading to some file upload site or similar.

The toolserver or the Wikimedia PL tools machines are usually ok.

Where is the file currently?

As we get rid of RESOLVED LATER, closing as INVALID as the reporter did not provide sufficient information to fix this (no location where to download the file to upload it to Commons).
