Special:UploadWizard and other pages function, but the missing messages prevent the user from selecting the proper license for upload media, and seems to prevent
the display of proper error messages

This require input from operation team. I switched to same cache system as on production but I don't have the script to rebuild the cache, so it's not possible to retrieve it for all extensions

The script to rebuild the cache is in MediaWiki core, it's maintenance/rebuildLocalisationCache.php . This includes extension i18n.
