This was tested on https://commons.wikimedia.org/wiki/File:Rescued_cat.ogv Steps to reproduce: 1) Using commons.wikimedia.org upload a video file that requires rotation 2) Click on the “rotate” sign on the right under the file Actual results * A message box appears – The message on the left says "this type of file cannot be rotated automatically; rotation will have to be done manually, which may take some time." * A thumbnail image is shown on the right (although this is a video file). When clicked confirm, the page refreshes but the video is not rotated. Rotatebot does not support rotation of video. Therefore, when a video file needs to be rotated, it should simply show a message saying this type of file can’t be rotated. An enhancement bug for rotation of video files have been submitted bug 36221
This is not a MediaWiki feature, but a tool local to Commons, so could only be fixed there. https://commons.wikimedia.org/w/index.php?title=MediaWiki%3AGadget-RotateLink.js&diff=82634778&oldid=79418629
