Preferably on noc.wikimedia.org just as other wmf sites

Wouldn't a better solution be to point noc.w.o to the pages on labs so with a message like "If you want to see the configuration for labs, go here."

Well, noc isn't a great place for this, since it's a separate infrastructure from production. It would be better to have it on labsconsole. I'll work on making this public.
