it seems that "someone" forgot to create the directory

or at least, did not fill it with the appropriate contents, so after upgrade to 1.20mf, whenever we open a page with "debug=1", we get lots of 404's, and no scripts.

reproduction instruction:

open a mediawiki wikipedia (one already upgrade to 1.20), and set "debug=true" on the address line.
hit f12 (in either chrome, firefox or IE), go to "console", and note all the 404 lines.

Well, no, it's a symlink. We don't manually add these files to a folder.

The symlinks existed at the beginning of the migration.

They have since been moved, and seemingly not re-added
