It should be possible to view "Nearby" articles for any given location, not just for the current location. This is useful if location service is not available, or if planning a trip, researching a country etc. The open geonames.org service could be used to translate a given location name into map coordinates.

From bug 40458:

I dont have a GPS on my phone, when using the near by function I end up in the
middle of the Guinea bay (0,0 coordinates I guess).  Would it be possible to
let us set a default location to start at? One idea would be to use a Wikipedia
article having geo data, I could use [[fr:Nantes]] as a starting point since
that is where I live :-)
