split out from 36133

"versioncheck.php wikipedias, and probably others, broken, tries to fetch
wrong URLs Special:Versionapi.php?action=query&meta=siteinfo&format=xml"

--> old versioncheck.php was a complete mess. replace with a rewrite or make it check the version in every regular statistics update (one more API call though).. or combine version check with a "has the name changed" check in separate script running less often

this is done for all using API. there are just 47 or so left in mediawiki tables who don't. ok in all other tables now? wanna look at it again after a lot has changed?
