Implement the functionality in the content item for the API module wbsetalias, i.e. the possibility to add and remove aliases through the API. Aliases will be later used to find items by an alternative name, e.g. to find the item about the United States even though an editor is typing USA.
I'm taking this one, together with implementing the needed functionality in WikibaseItem and creating the schema changes plus updating associated updating code.
