Implement a simple interface language switcher for Wikidata that feels like the one from Wikipedia, i.e. list all languages and let the user switch through that. Make the user language stick. This might depend on Bug #36419
Use the list of existing Wikipedias for a first set up if the list of all languages causes any trouble.

Just display the list. Sort the user selected lists to the front if logged in. Otherwise just a list. Make the top ten languages on top of the language list (by article count of the respective Wikipedias).
