While logged in deployment-dbdump as root, I tried to create /home/wikipedia and get:

root@i-000000d2:~# ls -ld /home/
drwxr-xr-x 7 root root 0 2012-05-03 19:13 /home/
root@i-000000d2:~# mkdir -p /home/wikipedia
mkdir: cannot create directory `/home/wikipedia': No such file or directory
root@i-000000d2:~#

actually /home/wikipedia is just a symlink to /usr/local/apache or not?

/home/ is managed by Nova. Ryan Lane configured nova to add the /home/wikipedia/ directory.

For later information: there is no real way to have that documented in puppet.
