Could you please use the transliterate telugu name for  the variable $wgSitename.
In Telugu it should be "విక్షనరీ" instead of "Wiktionary". Telugu Wiki projects have the convention of using transliterated names for wikiprojects.

So you want to rename the Project namespace (Wiktionary) to విక్షనరీ? (note, I don't have the right fonts to read that myself so I just copy/pasted and hoped it did the right thing)

Yes. as an alias, meaning that Wiktionary can continue to be used. Your cut and paste is correct.

I can see alias for the Wiktionary in the first change and  in the second change English is still being used and only the Telugu suffix for talk is appearing. The Telugu words are proper. Please check whether it is fine and Telugu Wiktionary alias will be automatically substituted for corresponding talk pages.

The problem is solved. both the project and talk pages are fine existing as well as new pages. Old pages need to be loaded fresh after purging cache, to see the localised names. 
As I was not sure about which choice to move this bug state, I request you to update the bug status based on this report. Thanks Sam and Jeremyb for the help.
