A permanent lowercase "t" for "talk" in MediaWiki:Talkpagelinktext should be maintained. I have made the change on TranslateWiki, but as i18n updates are not working and my change might be removed, I'm dropping a note here, since there may be other things needed to be done.
Please provide use case(s) and/or a reason for this change request. This string may be used in many places with currently correct capitalization, and only require lower casing in your particular context or customization.
(The source text is not to be changed on TWN.) Capitalization of links/buttons is quite problematic. Usually they're all lowercase, including the user's flags in the list of users, except Talk because it's the first one, e.g. (Talk • contribs • block • change groups). Some languages follow a different standard, for instance Italian used to have all flags uppercase. Changing the capitalization in the English source is not very helpful and will confuse translators, unless there's a consistent decision about how it should be; but it's a bad idea to rely on messages for a sort of UI decision, this seems something which should be handled at skin level (or something like that) as we already do for top-right buttons (IIRC).
How many places are the message used? I know this doesn't matter much, but it was done on [[en:]] and [[simple:]] before (I'm not sure if there are discussions), and so, might not be problematic.
The text for the French version is lowercase by default (https://translatewiki.net/wiki/MediaWiki:Talkpagelinktext/fr), as is the pt version (https://translatewiki.net/wiki/MediaWiki:Talkpagelinktext/pt), and although the Spanish version is also uppercase by default, it has been changed on [[es:]] to lowercase (https://es.wikipedia.org/wiki/MediaWiki:Talkpagelinktext). In other words, it has been changed in other languages as well, and maybe even on a larger scale as well.
