Please enable a flood flag on it.wikisource per local consensus

The flag should be named flooder and assignable/removable by sysops to
themselves.

On Meta, 'crats can remove flooder from people that forget or such, would that be a good idea on itwikisource? (just asking, not necessarily suggesting it)

Added to gerrit awaiting review, https://gerrit.wikimedia.org/r/#/c/7180/ - the convention is to call the user right the "flood" flag, which I have done.
