Word "help" randomly outputted between two sections on the Options page

* No 404 errors in the console
* shows loose word "help" random on the page instead
* see attachments
* Might also be in 1.19.0 in which case the fix should be backported for 1.19.x

Even though the "help" word doesn't appear to be clickable, when clicked, this is the result.

Merging with bug 39941 where there's a little more info added.
