JS script tries to access undefined variable mwSetupToolbar at line 587 of http://svn.wikimedia.org/svnroot/mediawiki/trunk/extensions/FCKeditor/FCKeditor.body.php
It makes script execution stop and FCKEditor does not display itself.
Possible fix is to declare variable mwSetupToolbar at the beginning of the function.

FCKeditor is not supported by WMF or upstream.

Comment by j.swiderski in upstream bug reports http://dev.ckeditor.com/ticket/5602 and https://dev.ckeditor.com/ticket/6279 :
"FCKeditor and MediaWiki are no longer supported. Closing the ticket."

Hence closing as WONTFIX.

1. WYSIWYG (this may however not support stable or legacy releases
