There is currently $wgThumbnailEpoch for that, but setting $wgThumbnailEpoch for a production server is impossible (causes enormous load).

On the other hand, if there was a tool for rebuilding thumbnails, one could run it with lowered priority (i.e. this would not intefere with normal wiki operations).

Having a tool to recreate the thumbnails that are missing would also be great. We could backup only original images (and not thumbnails - they consume a lot of disk space, after all).
