In many cases some of the users are blocked but they can make other user account because their IP is dynamic IP and it is not possible to block them!
in many websites or forums they have tools that check computer serial number such as hard drive or motherboard serial number and they block user by that serial or similar ways to improve weakness of block tool.

now the block tool is very weak and it is not useful in many cases.specially in many countries ISPs give dynamic IP to normal users.


is it possible to add possibility to have a tool to block a computer or device?

I think you're talking about using cookies to block users -- but then people could just delete the cookie to get past the block.  This would work to a certain degree, but would have no affect on the determined malicious person.

I am unaware of any way to find a way of identifying a computer uniquely aside from using cookies.

You can't magically get their motherboard/hard drive serial number just when they visit your web page.

changing Dynamic IP in many cases is more easy that deleting cookies.
