Spanish (es) has namespaceGenderAliases set. Quencha (qu) has Spanish as fallback language. Quencha also has namespace names for USER and USER talk. When a user indicates gender in a wiki with 'qu' as content language, the fallback namespace names are used.

I think this shouldn't happen, but I can see how it does.

I think we should implement the following requirement:
* Given that a wiki's language has the namespace names localised, and given that the wiki's language falls back to a language that has namespaceGenderAliases set, the namespaceGenderAliases of the fallback language should be ignored, and the namespaces names for the wiki language should be used.

Any thoughts?
