I get cs.wp site via my LG cell phone (Android OS), but there is no way to scroll down if the edit window is open and there is more text.

Could you please provide exact and specific steps to reproduce this (step by step)? Not sure what "cs.wp" means in this context either.
And which web browser is this about?

I use Internet 2.2.2. as browser. I open a page on Czech Wikipedia (that is cs.wp, but it doesnt matter you can encounter the problem everywhere), where is a lot of text. I click an edit button. I can see just the text which fits to the edit window. If there is more text, I can scroll down, by tapping the window, because I scroll with hole page.

I don't think editing on Mobile is supported yet, so marking it WONTFIX.
