In many cases it need to have privet page that normal users can not have any access to it that admins can put some codes or notes inside these pages it can be the same as abuse filter extension that has privet option for codes.

it can be useful for admin or anti-vandalization  bots .admins can save their Js or python codes inside wiki instead of other storage spaces and future admins can has access to this page.

We do not support per-page access restrictions in core MediaWiki.

If you have need of this, there are a couple of extensions that can handle this sort of thing. http://www.mediawiki.org/wiki/Manual:Preventing_access should get you started.
