Currently the banner for Wikipedia Zero partners requires a parameter which is pulled from http://en.wikipedia.org/wiki/MediaWiki:Zero-rated-mobile-access-carrier-options

Since this company name may need changes in translation, this parameter needs to come from the translateWiki similar to the way the Yes/No links work for the possible fee alert.
