Just so I don't forget and this doesn't get lost, the English Wikipedia has apparently written and implemented its own "File Upload Wizard": <https://en.wikipedia.org/wiki/Wikipedia:File_Upload_Wizard>.

This whole system is ... less than ideal.

There are two possible fixes as far as I can see:
1) just get rid of it, it's so horrible anyway,
1a) don't upload locally and use UploadWizard on Commons,
1b) use normal upload;
2) install UploadWizard.

I'm all for (1) but I suppose it's not what you want? Let's assume it's (2). If confirmed, please mark LATER as the other bugs like this.

Resetting severity to enhancement as I don't see how there is a bug.

This sounds as though you haven't used the Frankenform.
