In some cases, the Wikipedia Zero banner does not need a link to the operators home page.  Let's examine the string to see if it includes a parameter, and print it by itself if it does not.

If the banner text doesn't include a $1, there shouldn't be anything placed in. This may be something that already works if we try it. :)
