Right now the language table says "specify site" and "specify page". These could be changed to "specify language" and "article".
"specify language" is tricky. I agree that to users, that would probably the easiest to understand. But we have to be aware, and possibly make users aware, that the set of languages available for localizing the label, description, etc, is not the same as the list of wikipedia language versions (i.e. sites). There are a lot more language code than sites, and in some cases, they even use different codes.
What Daniel said, and also not every link has to be to an article. We may allow linking to categories, Wikidata may be used outside of Wikimedia etc.
Change wording for the Wikipedia Sitelinks group, and make a Bugzilla item to add handling for different groups later.
I really meant that the "specify" should be deleted because everyone knows that you can enter text in a text field.
Changed the wording to "site" and "article". Opened a new related bug #38201.
