Collection extension has a README file, looks like the setting is wgCommunityCollectionNamespace. It is set to NS_PROJECT by default.

Looks like this has been enabled on the wiki by altering https://fa.wikipedia.org/w/index.php?title=mediawiki:Coll-community_book_prefix&action=history&uselang=en
