Currently, there are at least 3 different places you need to specify the same details (database host, user, name, password) - and some of them are hardcoded!

What do you mean?

The database name/host/user are only defined in the api at api/includes/Monuments
(plus the password loaded through ~/database.inc)

Well, Monuments.php is TS - specific.
