Excessive and repeated feedback rejection message

When number of feedback hit a limit or repeated feedback are made, further feedback are rejected. This can be overcome by switching to another browser to continue or logout and log back in to continue. It means the safety net is breached by following the work around and should not be allowed. My feeling is this feature is implemented through cookies which are refreshed when log back in.

The throttle is indeed implemented using cookies.
Recently, we've added another safeguard to make sure users don't submit duplicate content.
Doing a full-fledged check based on more substantial data than cookies would result in too much expensive database querying, so (at least for now) the current situation should suffice.
