Right now, after MediaWiki 1.16 there is no way to transfer LocalSettings.php, instead one must download it and then upload it. The former way works better for some, so there should be a choice to either download or directly upload the LocalSettings.php file. This has impacted hosts like DreamHost, forcing their autoinstaller to only install MediaWiki 1.16.

This was done on purpose with the new installer--having the installer write the configuration file is a security issue.
