From https://www.mediawiki.org/w/index.php?title=Thread:VisualEditor_talk:Welcome/Editing_numbered_Lists_is_broken&lqt_method=thread_history

Click on one item in a three element numbered list and click on the numbered list button -> all three elements become unnumbered. Click again -> only the first element becomes numbered.
Mark all three and click -> you sometimes get three elements in a numbered list, sometimes three numbered lists, each starting with number 1. Could not figure out when I get what...
When I mark three fresh, non numbered, non-bulleted lines, it seems generally to work becoming a three part numbered list. Although clicking again (which changing selection focus) on the button to undo here never works. That is: all three 1 to 3 selected, click on numbered list button to unnumber does not work, going to the first element click same button, unnumbers all.
Having three line of unnumbered text where the second element is a bulleted list item, select, click numbered list (expecting to have a nested bullet within a numbered list) does not work.
