Blocked users should be blocked from editing and many other things, but not even letting them see an item is a bit drastic.

the reason is that ItemViewAction needs to implement requiresUnblock correctly. I'll deal with this in one go with bug 37682.

Blocking a test user and then go to an item page still shows the item. The add/edit/cancel links and similar is there but shows an popup that the user is blocked.

Returning to the ordinary user makes it possible to edit again.
