When trying to log in to the English Wikipedia at school, I get told that my IP is blocked from creating accounts. This is correct but it should -not- stop me from logging in.

I have not been able to reproduce this on my local test wiki.

Jasper Deng has suggested that this may be a CentralAuth issue.

Does the account already exist locally on enwiki, or would CentralAuth be trying to auto-create a local account during the login? Taking a quick glance through the code, the flow in SpecialUserlogin.php for handling auto-creation looks like it could throw that error and nothing else in the login flow (in core or CentralAuth) seems likely.

If that's the case, this would be the opposite of bug 11148, and about the only thing we might do is improve the message somehow to make the situation clearer.

It was user "Krenair (public)", which exists on enwiki.

Oops. It has a capital 'P'. Trying to log in with the capital one works, but any other name just shows the 'account registration blocked' notice instead of an 'invalid username' one.
