The "editprotected" permission allows editing protected pages provided a page isn't protected by cascade protection (I hope I'm not telling outdated facts).

Please make "editprotected" permission also valid for cascade protection.

That's a deliberate choice. The problem would be that if people with only editprotected right were allowed to edit such pages, they could protect any page by including them in pages with cascading protection enabled.

Suggest WONTFIX.

Ah, that's quite understandable. I was always wondering why "editprotected" is not for cascade protection, only forgot that factor. A "editprotected-cascade" permission wouldn't make sense. The only thing that could be done is allow editing pages that have been protected by including into a protected page with cascade-protection option.

The same problem still applies, because you could still include a page there that will in turn be included in the page where the cascade option is turned on.
