The description screen is the part of the upload process where important metadata and other information is stored as part of the file upload. 

The main components are:

* title - auto-populated with monument ID and time/date stamp excluding seconds
* description field - should be shown and labeled "optional"
* ID template - the template that is based on the monument ID, inserted into the ID template field, a field that is uniquely added to the Upload Wizard for Wiki Loves Monument campaigns (see below)
* default categories - used as an alternative to the ID template when the monument ID is unavailable, also populated in the template ID field (to be confirmed, see below)
* mobile default categories - these are hidden categories created by us for the purpose of identifying mobile uploads and are: "Mobile upload" and "Android WLM App" subcategory and user agent if possible

ID template and default categories should be available via the uploadcampaigns API, meaning they are part of the UploadCampaigns configuration on Commons. This needs to be confirmed. If they are not available from the configuration, they would be created automatically by taking the monument ID, municipality/city and campaign name. In the event the monument ID is unavailable, default categories are inserted instead, the format of which will be added to this bug soon.

In addition, the license specific to the campaign will be populated in the license part of the screen, and the license comes from the uploadcampaign API.
