With js enabled the summary field allows 250 characters. If you type in a multi-byte character the js will allow you less characters, but if you paste then you can paste in 250 single or multi-byte characters and the excess ones won't be cut-off properly

jquery.byteLimit has been rewritten. This is working for me now.
